I’m not sure how useful this is going to be in helping identify the helicopter in question, but this service does seem to be used by the military for tracking and recovery of their own helicopters, including specifically Vietnamese ones. It’s really hard to tell from the screenshot, but the bird is flying out of the southern port city of Vung Tau. The IP addresses it’s using are from Ho Chi Minh City, in the northern part of the country.
It’s a fairly well-known program, and is widely used throughout the US military for emergency support. When used in a medevac situation, the bird is flown by a combat medic from the US Army’s 160th Special Operations Aviation Regiment, which is a highly sought-after unit in the search-and-rescue community. They even have their own dedicated medevac helipad at Tan Son Nhut airport in Ho Chi Minh City.

I think that the helicopter(s) in question do not appear to be registered in this country. It would be interesting to see what happens to the operator(s) of the aircraft if it has a navigational transponder registered in another country.
In one case I know of, the aircraft left (by any name) Australia, and landed in Laos, where it apparently was interrogated at least twice. The first time the aircraft left no LID (location indicator device) it was reported missing to the Australian authorities. The second time the aircraft left LID again, and the operator was interrogated. The operator in the aircraft was an Australian national, and he was detained and sent to Vietnam for trial. But the aircraft and its pilot(s) eventually ended up in China, for an unknown reason. When/if they return to Australia, they will probably be detained at the border for an investigation. Their trial would be at the country they were detained in.
The next step would be to get records of the serial number of the aircraft in their database, to find which airframe was used in this accident.
